You see, there's something that counts as 'experience' in job.
As an insider person would have more experience, he would be an apt choice.
But it's applicable when you are concerned with only getting the job done.
Contrary to that, when a new person joins a company, he'd see it through a new angle, since his mind is still fresh, he'd be ready to try new things, instead of following the old procedure. And it has a high chance of improving the efficiency of your company.
So it would be better to hire someone like me who has a mind for analysis, rather than someone who'd just be more than happy to keep the ways as they are and stagnating the progress.

Yes sir, promoting an existing employee is a very good and positive approach but like upgrade to new technologies from old one it is always much effective that fresh new thought mixed with an experienced thought.
