The final depth of sand after bulking = 15 cm,
bulked depth = 15-12 =3 cm,
Hence, bulking of moist sand and the initial depth is;
= 3cm/12cm * 100% = 25%.

We can solve it simply as;
Dry volume and inundated volume are equal so the original volume of sand is 12 cm
12cm = 100% volume of given sample.
3cm = 100/4 = 25cm.
The sand bulks by 3cm and depth become 15cm which is 3cm greater than the original depth so bulking of sand is 3cm or 25%.

The Correct answer is 20% !! 3/15*100 not 3/12!.

Formula isn't required.
It's % bulking of sand = what percentage of inundated sand, the bulking happened.
Therefore, = (bulked mass / inundated mass)*100.
= (15-12)*100/12.
= 25%.
