Formula is h-h1/hi*100.
= 15-12/15*100.
= 25%.

Formula = {(h-h1)/h1)}*100, h = 15, h1 = 12.
= {(15-12)/12}*100,
= (3/12)*100,
= 0.25*100,
= 25%.
= {(15-12)/12}*100,
= (3/12)*100,
= 0.25*100,
= 25%.

Formula isn't required.
It's % bulking of sand = what percentage of inundated sand, the bulking happened.
Therefore, = (bulked mass / inundated mass)*100.
= (15-12)*100/12.
= 25%.
