Because being simple that every organization is seeking for new ideologies to boost & uplift the organization in the competitive market.

Yes, you can promote someone internally, however, a new employee can bring more creativity and lot of new ideas with him, which will benefit the organization in a long run that's the reason companies recruit new employees every year.

Change is inevitable, change give the new ways to the fresh ideas. So the hiring from outside of the company will give way for the different thinkings to welcome outside the company as some other experience could be more beneficial sometimes.
