Yes Sir/Madam, definitely you can hire existing employee for this position, at the same time here the position needs a candidate who can perform responsibilities in a innovative manner, as I feel like existing employee may knows better about your org and activities so that he can perform well, but I can surely say that if your can hire some new employee, he will be helpful in giving best process/ technology ideas of what he learnt from the past experience/outside market.

Sir for the development of any organisation what matters is the level of knowledge which an individual possess; whether he is from outside or any reference etc., will not be relevant for achieving success of an organisation.

Maybe they don't have any complete knowledge about the subject. So searching for others more knowledge and skilled persons.

Your need is as such that you require someone from outside. If you could promote internally then there was no need for me to be called for an interview.

Moreover, when new people come into the company the energy of the environment turns upwards to be positive and more productive.

You see, there's something that counts as 'experience' in job.

As an insider person would have more experience, he would be an apt choice.

But it's applicable when you are concerned with only getting the job done.

Contrary to that, when a new person joins a company, he'd see it through a new angle, since his mind is still fresh, he'd be ready to try new things, instead of following the old procedure. And it has a high chance of improving the efficiency of your company.

So it would be better to hire someone like me who has a mind for analysis, rather than someone who'd just be more than happy to keep the ways as they are and stagnating the progress.
