I won't be the right person to rate you. The best person to judge you would be the one who needs a resource for this position. He will be able to tell if you have selected the right candidate for this position. If you select the best resource within the stipulated time then you get a 10/10.

The interviewer is the one who created a kind of comfort zone during an interview not making you nervous or feel degrade even though doing his job rightly. Then without hesitation mentioning the point we can rate them 9. Ending with a sentence indeed its a pleasure taking to you sir/ma'am.

Sir /ma'am, I think I am not a right person as I have no more knowledge and experience to judge you but comparison is always made with reference to other. However, I want to rate you 9/10 on the basis of my personal observation but not 10/10 because there is always chance of improvement.

Sir, I won't be able to rate you as I feel I don't desrve to rate a person whose work position as an abbreviation i.e. HR already opens up to a phrase called 'Highly Rated'.

But as an interviewer, your company has already rated you 10/10 that's why you are here to take the interview.

As I know that before judging anybody at any rank or any field. First, We need to expert or master in that field. So, I don't know the quality of a good HR or parameter, on that basis I can rank you. After that If you want my rank as my knowledge and experience, I will rank 8/10.

Within a short period of time we can't judge anyone however it's been just 10 to 15 min I'm seeing you and your asking me some question and I'm answering to it your doing best of your job and I need not to rate you for that, everyone and everything have or has its own range.

Sir, I am not in a position to rate an interviewer because your experience and knowledge is much more higher than mine.

As it is a part of my interview, I would like to rate you 9/10 and I deduct 1 mark because no one is perfect.
