Read most of the answer here and most of them starts with that you are not qualified enough to rate them. The trick to this question is not to please the interviewer, as most of them will do that. But it is to show your confidence and honesty. You can give any rating to the interviewer, but the reasoning should be unique and genuine.

Example:

It was pleasant talking to you. I was nervous when I entered, but I am not now. Rather I am confident. Thank you for being so understanding and calm. And this is the reason, I would give you a perfect 10.

(OR)

I have been to many interviews and surprisingly, I have met many such interviewers who do not have the right knowledge to judge the candidate. I was glad to see someone competent and knowledgeable like you interviewing me. I would give you a 9 on 10. However, I would like to ask you a question with your permission. When you ask candidates (write any question you didn't really see the point in), what are you expecting? [This answer is given when the interview has ended].

Logical answer:

My limited knowledge about you that I got in this limited period is not enough to answer that question.

If you let me observe you as you interview more candidates, you can have a more accurate 'estimate'.

But as far as now, being with you has been a good experience sir/ma'am.

So a rating of 8/10 with +/- 2 would be suitable for now.

Creative answer:

That's very easy! you rate me as a candidate, and rate the same for yourself as an interviewer!

Communication is a two-way highway. It's not effective without both parties being on same level.

Do you believe this interview was effective sir?

As a guy who attended your interview ill rate you 9/10. I am a guy who becomes more expressive when I feel I am in a free environment so that I could express well. I that case you made me felt free sitting and answering your questions.

And the 1 mark which I lessened you in my rating was for your smile, A who is a fresher who is attending an interview with you might have felt more relieved if exchanged some smiles with him/her. As a fresher this what I felt, and I thank you for giving a great opportunity to rate a well-experienced person like.

Thank you.

Well, this seems to be more of a disguised question. I appreciate you for being open to feedback even from your juniors. You have been polite, willing to listen and have tried to interview me based on my skills, qualifications and my attitude. Though I don't have any parameters to rate you based on that. So, with this question, I would say that as an interview you looked towards the overall qualities in me and so on your part. You have been 10/10 for me.

Sir, actually. It is not possible to judge someone in a short period of time. I found you very much friendly and a man with a positive approach and also had a very good experience talking to you sir but I'm not the right person to judge you, sir. Because the HR is the stem of the company. He is the only person recruiting with knowledgeable persons within a short period of time. This is the ability of the HR. I won't have such talent, sir.

Sir/Mam.

I know that each and every company want their employee to be at their best since the development of a company mainly relies on strength of employees knowledge. So the huge responsility relies on those HR s selecting right candidates. Your company had selected you because they found that you are the best. So I don't know what criteria to rate you. But if you still insist I give you 9/10, since everyone is not perfect.

Sir, I have no experience in this field and that's why I do not know on which parameters I can give you ratings. But I give you ratings on basis of two parameters your behaviour and your questions related to my job position in your company.

So, I give you 10/10 in behaviour and 9/10 in questions related to my job position I give you 9/10 because you do not ask me about why I am interested in this position in your company.

I am great honored that you ask me this question. But as a candidate, I can not give any rate now. But as an interviewer, you really very good. Before the interview, I was very nervous. But when you entered I am free and very comfort to talk you. You ask me the reasonable question. As a candidate, I think I can not judge you. If I will be your employee and situation to comes to give me rate you. I will definite rate you.

It's very obvious that it's my first interview and I have no experience but one thing that I can able to understand that there are many responsibilities lie's on you, the best candidate selection, too many tiring sessions, the pressure of company and there many more things which I probably don't even know So for that I'll rate you 9/10.

Because I don't know you in depth and there is a saying that no one is perfect.

Sir/Mam, I don't have the dauntlessness to rate an exceptionally qualifies individual like you. In any case, on the off chance that you should demand, I would give you a 10 since I am extremely thankful that you gave me the chance to sit for this meeting. This has been an extremely charming knowledge for me since you tuned in to whatever I said with persistence and it is a gigantic thing for me.
