The error in the sentence is in the subject-verb agreement.

"Block of Residential flats" is a singular subject, so a singular verb should follow it.

Therefore, the corrected sentence is B) "Block of Residential flats is coming up near our house."

The only correct answer is Option A, because A. 'Block of residential flats' can be changed to 'Blocks of residential flats'.

Making the statement correct by changing Option B 'are coming up' to 'is coming up' requires a change in Option A again. For that, it would have to begin with "A block of residential flats" "is coming up".

We do not say "Block of residential flats", but "Blocks of residential flats" is used.

The problem here is that we don't know the actual quantity of the subject "Block", so how can we determine what quantity of verb will it agree to?

It should also be right to answer the letter B because both "Block" and "Blocks" can be used since the actual quantity of the subject is unfounded.
