If we are using block then A should be used otherwise it will be blocks because apartments has number of blocks or flats so blocks should be used.

In my opinion block is considered to be singular, so according to noun of noun construction we should use verb according to first subject that is - A block of residential flats is coming up near our house.

Block of Residential flat is coming up near our house. This is more preferable because you should do the last correction.
