|See its not about plural. 'Block' is a collection of flats, i.e, a block of flats (similar to flock in case of sheep) , Hence
Block of residential flats, is coming up near our house is correct. Though we can buy Vertika's take, but that depends on which noun she emphasizes - generally collective noun plays a bigger part in selecting the helping verb.
|Divya said: (May 23, 2012)|

|Meghna said: (Jul 4, 2019)|
|Why not "Block of residential flats is coming"?|
|Tshultrim said: (Sep 9, 2020)|
|The only correct answer is Option A, because A. 'Block of residential flats' can be changed to 'Blocks of residential flats'.
Making the statement correct by changing Option B 'are coming up' to 'is coming up' requires a change in Option A again. For that, it would have to begin with "A block of residential flats" "is coming up".
We do not say "Block of residential flats", but "Blocks of residential flats" is used.
