'Are' is used for plural words. As it is mentioned that there are so many flats.

So 'Are' is the correct answer.

See its not about plural. 'Block' is a collection of flats, i.e, a block of flats (similar to flock in case of sheep) , Hence

Block of residential flats, is coming up near our house is correct. Though we can buy Vertika's take, but that depends on which noun she emphasizes - generally collective noun plays a bigger part in selecting the helping verb.

Block is singular and it's plural is "blocks" so here blocks is correct.

Flats are build up not coming up.
