The very first sentence reflect that smoke comes out from plank (wood) it means there is silent fire in it.
So, the next sentence must be something which support this silent fire to convert into flame;this is supported by option "Q".
Then only it is possible that flames comes out from various places i.e. given in "S".
After seeing the flame everybody realize the outburst of fire i.e. in "R".
Therefore the correct order would be "QSRP" and not the "SRQP".

We have to understand the situation of real life people will smell and see the flames and than people realize it yes the ship is on fire and the strong wind makes that flame more strong hence people must leave the ship. Its the situation of real life and in this everybody is safe means they realized about the flame at the right time.

Smouldering means burning with little smoke and no flames. Hence option A is logic less option D is correct.
