Read R carefully then you will get to know that people see something our feel something by which they realize it. Now we know that Q and R (one of them) suitable before R. Confusion between Q and R. Now, Q show aggressiveness of fire so it can't be use before R. :)

The answer is correct. Broke out means fire is just started followed by everyone.

Flames will only be visible until fire appears and then only people will get that there is fire on board QSRP should be the correct one.

S1 is having between.

So underline the word between, definitely 'and' will come to next.

Correct sequence is SRQP.

Explanation :
After the smoke, the flame broke from the wood so first is S.
Then everyone got to know about fire. So second is R.
About this fire, Q is telling that this fire was fanned by the rising gale (means wind) hence third is Q, which should be proceeded by R.

Last must be P this can be confirmed by reading the s6 which is talking about the passengers that is only possible after informing passengers about quitting the ship.
