The components of each and every machine are designed with a "Factor Of Safety". For any component the operating load may vary and even sometimes go beyond its designed load limits.

In general, as you know in case of an automobile they main power transmission component being the clutch, it will be subject to varied extreme loads as well (in case of sudden accelerations). Hence to provide optimum performance and life, it is designed for 150% instead of 100%.
