  1. The performance of an individual generally is not known at the time of appointment offer.
  2. Generally an individual tries to prove his worth in the probation period.

Explanation:

Performance of an individual may be known on the basis of his performance in the written examination and interview. But since not enough indications are given in the statement itself we known nothing about whether performance is known or not.

Therefore I is not an assumption.
