Where does it mention that there are no phones in Karshik?
It clearly states that the person cannot contact the other via phone, this does not mean that phones are non existent in the town. The answer is D (Neither I nor II is implicit).

I do not agree with this as the answer given could be very remote assumption and in fact it hardly has any relation to the statement.

The question statement does not particularize the type of phone whether it is a mobile phone or telephone. Therefore, assumption A seems to be weak.

I don't agree with this. It is not implicit that there is no telephone facility. Maybe the person does not have time/inclination to call. Or is too busy to call. Or is forbidden to call.
