Actually sentence RULES ARE MEAN TO BE BROKEN is not correct.
Because Rules means that we have to follow/obey in our daily life or whatever.
Yeah, rules might be broken that is ok.
Because in some critical situation we can see that we have to break because in that situation that is important but yeah it should not effect to other life, relationship, means it should not hear another one.
Take one example DELHI now there are going start ODD EVEN number vehicle (only rules for that is not commercially) so what is the reason behind this because we have the problem of high traffic on road and major problem of AIR pollution that also storming the city.
So it is good for us only, means by reducing the vehicle now fuel consumption will reduce answer soon there so many advantages.
But there may be some situation where we have to break the rule like if in any family house someone got health problem not we have to take patient hospital in just time and we have only ODD number car but that day Even number is only allowed then we have to break the rules because not think of a life of a person.
So rules are mean to be broken is not right but it may be brake or we can break if it is necessary but it should not harmful to other.

I think its wrong that Rules are meant to be broken. All of us are living in a civilized society and are bound to follow rules from every minute activity, from the day we are born. While we were kids, we used to follow rules of our parents are being educated to follow rules. Rules of a nation, any sports we play, society we live in.
If we don't follow the rules, we are no way different to the animals. The impact of not following rules is obvious. If we don't follow the rules of a country or nation, we will be put behind the bars or would be fined.
Apart from this, it results in instability in the society and the results could be devastating. Suppose a person does not obey a traffic rule when the signal is red and keeps on moving, it could end up in an accident thereby resulting in loss of human life, property, etc.

Well friends, according to me rules are made to follow, everywhere in the world we see a number of organizations performing successfully their duty because of rules and regulations. If there will be no rules in each sector of life it will be scattering.
Friends rules are made only to functioning any organization and any nation smoothly, not to hurting their people. As number of friends told mostly about traffic rules but I think, these rules are for our safety, if we don't follow them there could be mishap.
Rule should be apply in every field for its smoothly function, if there will be no rule in the college or school, it would be like a market where anyone can come at any time, which will be disturbing for both who are in time or who is late.
I also agree with the point that rules should be broken. Where it is necessary such as carrying any patients in vehicle, there should be not care of rules.
After All I would like to say that rules are a vital part of life in each sector such as sports, job, profession, and in daily family routine also. If anyone looks any change in the rule it should not be broken by individual but should be suggested with higher authority to reform it.

Just like a coin having two sides the rules also having two sides. For attaining success in any field the rules play a key role. For proper arrangement, discipline rules and regulation are necessary. No doubt rules make our life on time. So the rules must be followed up by everyone to be regular one. But some rules which are of no meaning should be broken because until the old one rule broken up by us the new one will not be created. So the rules having no importance must be broken for the new one.

Let me express my views by describing what exactly are the rules made for, in my opinion rules are the restrictions laid in order to live a proper life in our society.
Rules form a important part of our life whether it is for road signals or schools it always are meant for a purpose. But I agree there are some situations in which we need to break them because we have no option for example to break a traffic signal in case of emergency like for saving one's life.
But today rules are broken for any unnecessary purpose for example many of people don't wear helmets while riding and this has resulted in a great number of loss of life, today the amount of traffic and rash driving is at high peak and if we don't keep our safety it definitely will lead to disaster.
In India laying rules is easy task but to follow them and implement them is a difficult job but we should all remember that we should all try to follow them because one's mentality becomes thousands when people see any one of us also breaking rules so lets not set a bad example for our people let's go for a change it's not I nor you but it's we who can make the difference.

Rules are not meant to be broken. According to me rules are made to put human life in a disciplined format. Without rules we humans would not be staying in a civilized society, there would be chaos and confusion everywhere. Rules makes us disciplined. But in certain cases some rules do get broken unintentionally.
There are certain rules that are important for safety and well-being- like traffic rules, wearing seat belts, wearing helmets etc. In a country like india, without rules no one would wear the seat belt, though it is very much necessary for safe driving. Same goes for wearing helmets.
Similarly rules in schools, colleges and offices are very important for their proper functioning.
But at times rules do get broken unintentionally, but one should not make a habit of breaking rules.
In certain cases we need to break certain rules just to get a taste of freedom or to break the monotony of life, for example rules like one has to come back home before evening, sometimes it is necessary to break the rule just to experience the night life.

According to me, the statement that rules are meant to be broken is not good to be followed like as we know our country has the rule that is right to equality if we broke that rule then who will suffer= Us. Each and every person has the right to life if we break that rule then who will suffer=Us. So, if one wants to live his life without rules then it would not be possible that he would succeed in his life. If a person made his own rules for his life I guarantee it that he would succeed in his life. But there were some rules in the country those had to be broken like that of the Sati Pratha, Pardha system etc those were making a gap between the equality of a male and female and the initiative of ending these rules were taken by Raja Ram Mohan Roy. We know that youth of our country are much talented and they are proving themselves in the whole world and why they all are having the chance to prove themselves is just because of some rules those may be made in their life and also provided by the country.

Rules are made to stay easy and leaving good life. So we must follow it as taking a stand that what is our own stand in a mass. If any rule is broken it is so to make new rules for life and our living always moving forward so we can't set some resistance in our path through we can't follow. If we are ruled break persons so why we should know that why this rule is made and for what, what can be the sequence of going out of the rules if we broke it. Certainly, we don't know the rules are made to be followed only for those who can't go on to set the rules. If we are Able we have to set a new record to those who can the inspiration for us that yes it can be achieved if we go out of the rules.
Yes, it is made for better understanding the society as to follow some rules like traffic, queue and any public gathering. We should follow there. At society level, we should go inside rule but we have to achieve anything in our personal life or in our performance we have to break the rules.

I'm against the vindictive, Not that every rules are meant to be broken, there are few rules which needs to be upgraded for the well being of the present society, one of the major concerns of developing countries like India is Inflation, so we can't work on the reforms which showed Golden era of economic reforms in 1991, thinking it as a law even it was good at that time we have to work for the present outcome and the laws which best suits the modern society. This was one instance, there are several few instances like the quota system, reservations etc to mention some. So whether or not they are accepted by the government we being democratic should have a opinion on whether to accept it or not.
There are few greats Bill Gates, Zuckerberg- all were college dropouts and see their extraordinary contribution to the society, so in my opinion we should listen to our heart what we want, there is no point in breaking a law if you are not sure of why you were against the law.
