Because surface tension is the main cause for the nature of angle of contact.

The force is acted by inner material of raincoat, so by newton's third law of motion, tension force acts opposite to driving force, and this tension force is acted by surface so called surface tension. It opposes and overcomes the driving force and so water particles don't stick to material rather they sticks to surface and hence surface tension of raincoat materials are higher than their inner material.
