It opposes and overcomes the driving force and so water particles don't stick to material rather they sticks to surface and hence surface tension of raincoat materials are higher than their inner material.

 Addo Bless said: (Nov 28, 2019) Yes, it's surface tension because the raincoat is treated with oil-based substances which repels the water molecules, so when a thin water film form across the fabric due to surface tension effect. As a result, no water seeps through the fabric but on touching the outside of the fabric the molecules are broken thereby water now soak through the space between the thread.
