The force is acted by inner material of raincoat, so by newton's third law of motion, tension force acts opposite to driving force, and this tension force is acted by surface so called surface tension. It opposes and overcomes the driving force and so water particles don't stick to material rather they sticks to surface and hence surface tension of raincoat materials are higher than their inner material.

Yes, it's surface tension because the raincoat is treated with oil-based substances which repels the water molecules, so when a thin water film form across the fabric due to surface tension effect. As a result, no water seeps through the fabric but on touching the outside of the fabric the molecules are broken thereby water now soak through the space between the thread.

Do you know that there is a plant which has no surface tension thereby the water droplet are seen on its leaf by this natural phenomena scientists and people have made raincoats.

Your explaining the obvious, don't you think you should be explaining more about why it is water proof? what it is in a surface tension that makes it water proof? just saying.

Material has more surface tension means more cohesion than adhesion. Therefor surface tension of raincoat material are higher than their inner material.

Materials used to make raincoats have high surface tension because due to surface tension water droplets do not stick to the material.
