Yes, it's surface tension because the raincoat is treated with oil-based substances which repels the water molecules, so when a thin water film form across the fabric due to surface tension effect. As a result, no water seeps through the fabric but on touching the outside of the fabric the molecules are broken thereby water now soak through the space between the thread.

Material has more surface tension means more cohesion than adhesion. Therefor surface tension of raincoat material are higher than their inner material.

Do you know that there is a plant which has no surface tension thereby the water droplet are seen on its leaf by this natural phenomena scientists and people have made raincoats.
