Oxygen is smaller in size as compare to fluorine but oxygen has 2 electrons in its balance shell which is difficult to gain and fluorine has only one electron it can gain it easily need less energy as compared to oxygen. Thus fluorine is more electronegative.

Fluorine has more electronegative than other element because its small in size.

Because an electron gain enthalpy and becomes more nagative from left to right.
Addition of an electron in 2p-orbital leads to a greater repulsion when atomic size is very small as in f.

Fluorine is an electronegative element cause it accept extra electron to fill it outermost shell.

The electronic configuration of oxygen is 2, 4. So it can accept 4 electrons to fill up its outermost shell making it more negative.

Because of the high nuclear charge and smaller charge it become the strongest electronegative element.
