Electronegativity is high in non-metals than in metals flourine is the most electronegative because it's a non-metal, it has 7electrons in it outer most shell and can easily accept 1 electron to obtain an octet state.

Fluorine have the tendency to accept the electron. It's outermost cell has 7electrons it need 1more electron to go for noble state so it accept one electron and after accepting the electron number of protons will be 9 and number of electron will be 10 then by subtracting protons and electrons of fluorine after accepting will be equal to -1so there will be formation of anion and the fluorine is electronegative element among them.

Flurine is a chemical elements we known but atomic size decrease and nuclear charge increase due to gain of two electron because attraction force nucleus and adding electrons.

Florine is most electronegativity due to small size. In periodic table going to left to right atomic size decreases & electronegativity increases. As we move right to left of periodic table EN decreases then atomic size increases.
