I think you don't know about the trends in the periodic table atomic size decreases as you go from left to right and as the number of protons increase of electrons increases attraction increases therefore oxygen is bigger than fluorine.

As we go in the periodic table from right to left electonegativity decrease and as we go from upper to down in the periodic table electronegativity increase.

Fluorine has higher electro-negativity due to high polarity of fluorine atom. Polarity ratio charge. And size. So inversely proportional to size, smaller size high polarity.

As atomic number increases the force of attraction b/w the nucleus and the outer most shell increases. So it gains electrons from other elements and become electro-negative.
