We have 60% of 50 = ( 60 x 50 ) = 30.

32 is right answer because it ask at least 30 n above here 30 is also included in 40 and above 30 not included.

Here 30 and above means 30-50 ie.40 and above data is also included in the 30 and above data.so during calculation if one will include 40 and above data.It means 40 and above data included twice and thus the answer will be wrong.

If the data would have been 30-40 and 40-50 separately then including both the data would have been the correct step.
