If we look carefully at the word structure given to us, it clearly states that ‘ at least’ 60% of the score must be obtained to pursue a higher grade in Physics.
In the case that the question stated accumulative data, then the correct answer would have been 32.
However, the word choice and framing of the question remain vague.
Thus, the answer can be both 41 and 32.

Friends, 32 is correct answer. It's sum of 40 and 30. See below calculation:
40 and above: 9 - 0 = 9
30 and above: 32 - 9 = 23
20 and above: 80 - 32 = 48
10 and above: 92 - 80 = 12
0 and above: 100 - 92 = 8
Total Student = (9 + 23 + 48 + 12 + 8) = 100 student.
So, 32 is a sum of 40 and 30 (and above) students who got at least 60% marks in Physics.

30 and above: 32 - 9 = 23
20 and above: 80 - 32 = 48
10 and above: 92 - 80 = 12
0 and above: 100 - 92 = 8

Look as the accumulative frequency, as a total number of students is 100. So it adds one over the other then the answer is 32.
