C.P.M. Consume maximum resources, It the longest path & consume maximum time. The slack or float may be positive, negative or zero. You know if project beyond this critical situation definitely it fails that means there is such route designated you can take maximum time to complete your project but not go beyond. (friend tell me if it consuming max. Resources then how could it completed in minimum time).

You can't complete the project in time less than critical time.
So it's the minimum time you need even if you provide more resources.
