There should be 'ing' with verb after the phrase 'looking forward to'. So the original sentence is correct.

Looking forward to seeing is correct. Because looking forward to is a phrase, so to+v1 is not useful hear. So the answer is no error.

After "to" always use verb first form so correction is required and the correct answer is "Looking forward to see you".
