D should also be a right answer because .. i think " passes in the examination " is not correct... " pass' in the examination " should be correct as my perception.

Yes I agree with @Devesh passes in examination is wrong just pass in the examination is correct. So I think answer is D.

According to me,
Passes is correct because "he" is a singular noun so that "verb first form + es/ s in present simple.

Here simple present is used in the sentence so here should be "es" comes the pass.
