Passes is correct because "he" is a singular noun so that "verb first form + es/ s in present simple.

Yes I agree with @Devesh passes in examination is wrong just pass in the examination is correct. So I think answer is D.

Here simple present is used in the sentence so here should be "es" comes the pass.
