In option B: "will be certain" is wrong, should be "is certain".

We can use both have as well as has but has been is not correct here. Because with has been we have to use " verb + ing" form. But here "phblished" is use which is nt correct. I think "many times the news has published" is correct.

Here, "the" will be used. Because we are talking about a particular news.
