Do we need the a future sense by using 'will be' in the 2nd sentence because the 3rd sentence in already carrying a futuristic approach. What do you say guys?

The news has been publishing makes no sense as the sentence is in passive form not active, so the news has been published is correct.
The use of word (has) is also correct because news is written the same in both singular and plural form.

Many times the news has been published - CORRECT: has been publishing (you don't use been without putting ING on the verb).

The news "have" been published instead of "has", since the some nouns like "news" don't have singular forms.
