The correct statement is "Many times the news has been published in the papers that the end of the world is certain if a nuclear war breaks out".

Adding a comma after "Many times" helps improve the readability of the sentence.

I think that 'will be certain' is correct because it is 'if' the nuclear war breaks out. It is a condition.
