The fixed expression many a/an is more formal than the single word many, and it is much less common. Many a/an is used mainly in literary writing and newspapers. Like the adjective and pronoun many discussed above, many a/an is used to indicate a large number of something. However, it takes a singular noun, which can be followed by a singular verb. Here are some

According to the concept of parallelism it should be " the end of the world is certain" rather than the end of the world will be certain.

1. "The" is correct to use here with news.
2. "will" is often used when we talk about ascertain worldly things.
3. We don't publish news. Rather we publish articles in news, so "the news has been published" is okay.

The correct statement is "Many times the news has been published in the papers that the end of the world is certain if a nuclear war breaks out".
