We can't use have instead of has?

Option A is wrong. It should be many a times.

Why we use will be here? Why not use is certain, or would certain?

Shouldn't it be? End of the world 'IS' certain?

"Many a times", "the end of the world is certain".

1. "The" is correct to use here with news.

2. "will" is often used when we talk about ascertain worldly things.

3. We don't publish news. Rather we publish articles in news, so "the news has been published" is okay.
