Here 'the meek' and 'the humble' describes a particular category of people which means that the person who is either 'meek' or 'humble' can inherit the earth.

Here "the rich " means all the rich people. "the poor" all the poor people.
Same case in our question also. "the meek " means the meekest (weakest) people "the humble" means the humblest people.

The is used because it is a specific class that's fine but the will be not used in both the words when the article is used in both the words it becomes plural in this case it is singular so it will "the meek and humble".
