The words-- meek, humble -- are adjectives. When you use an adjective to mean the people, the definite article is used. e.g. Poor -- adjective. If we want to use the word "poor" to refer to "the poor people" we write: The poor must be helped. Moreover, the poor, the meek, the humble etc. Are plural nouns and they must have plural verb.

For example:" At the end of the day, The Rich and The poor will go into the same tomb".
Here "the rich " means all the rich people. "the poor" all the poor people.
Same case in our question also. "the meek " means the meekest (weakest) people "the humble" means the humblest people.

It's "the meek and the humble" because here meek and humble are nouns implying to a particular group of people. So an article should be used before the noun. But.
For example; Mike is meek. ----> here meek is adjective so there is no need to use an article.

'the' is used because we are referring to a religious book and talking about the inheritance of the world thus the is used as it is an article.

Here the is use before MEEK and HUMBLE because in this sentence it is talking about A PARTICULAR PERSON. WHO IS MEEK AND HUMBLE IS INHERIT. Not for all other group of people. As we know we use THE before a particular person, thing etc.

Because when two noun used with and then they are considered to be plural. So in case we should use ARE but in this case we are using IS so this is incorrect so for correction this we must use the (article) before both noun.
