The is used because it is a specific class that's fine but the will be not used in both the words when the article is used in both the words it becomes plural in this case it is singular so it will "the meek and humble".

'Who' is a relative pronoun and it is only used after mentioning a person but not by his name. You should not use articles before the name of a person. Since it is not a name, we are supposed to use an article.

I think here meek and humble refers to a specific group of people which are taken as unique in this sentence and the is used before any thing which is unique like 'the sun' that's why the is used here.

The meek and the humble is correct because meek and humble are adjectives used for different person i.e. the meek implies a person who is meek and the humble implies the person who is humble.

Meek=obsolute, kind.

Humble=not felling proud although successfull.

Ex. To make meek;humble one's heart. When used with objects.

Whilee using adjectives, the is used before the adjective.

According to the grammar we should have to use adjectives infront of nouns. Here "meek" and "humble" are nouns so that, we have to place "the" infront of meek and humble.

The given sentence implies to represent a class of persons, i.e 'the meek ' and 'the humble'. Therefore, 'the ' should be used before the adjectives 'meek' and 'humble'.
