It's "the meek and the humble" because here meek and humble are nouns implying to a particular group of people. So an article should be used before the noun. But.
For example; Mike is meek. ----> here meek is adjective so there is no need to use an article.

'the' is used because we are referring to a religious book and talking about the inheritance of the world thus the is used as it is an article.
In other words, we are talking about the superiority of the group of people who should inherit the world.
