'Who' is a relative pronoun and it is only used after mentioning a person but not by his name. You should not use articles before the name of a person. Since it is not a name, we are supposed to use an article.

For eg. ''The beauty and the beast'' it refers the character of people. Those people who are meek and humble, they are the particular group of people who could inherit the earth.

Why you are using "the" before meek and the humble. It is consonants but why you use that Definite article here.

Meek and humble are adjectives which describe the group of class and in such case we use the before the adjectives.

According to the grammar we should have to use adjectives infront of nouns. Here "meek" and "humble" are nouns so that, we have to place "the" infront of meek and humble.

Yeah, adjectives are being used in form of the noun and in such a case the definite article is used before the noun.

The meek and the humble is correct because meek and humble are adjectives used for different person i.e. the meek implies a person who is meek and the humble implies the person who is humble.
