Vertika is rite: if we are to use singular verb 'is', 'A block' is rite. But the plural 'are' is used in the sentence so it should be 'Blocks'.

No paramjeet, with "block" you need to precede it with "A" i.e. "A block".

"..are coming up..." its plural. so, "blocks" is correct. not "block".
