In my opinion block is considered to be singular, so according to noun of noun construction we should use verb according to first subject that is - A block of residential flats is coming up near our house.

Block of Residential flat is coming up near our house. This is more preferable because you should do the last correction.

Block of Residential flats is coming up near our house should be the correct one according to subject verb agreement.

I think instead of are we have to use is because block is singular and with singular we use singular form of verb.

Why-"are coming up", Is there any problem with "build up"?

Flats are build up not coming up.
