One is "Block of residential flats is coming up near our house".

Other one "Blocks of residential flats are coming up near our house".

It should be "'A' block of residential flats 'are' coming up near our house."

"A block of Residential flats" is also correct as there can be many flats in a block.

In the first sentence we used block of residential flats. So subject is singular (block) because of that verb in the second sentence should be singular.

Here block is singular i.e., subject so that should be 'is coming up' is correct.

If we are using block then A should be used otherwise it will be blocks because apartments has number of blocks or flats so blocks should be used.

Yes number of blocks are flats.
