All the circles have a line of symmetry except for the third option. And, all the options but the third have an even number of leaves. So, it will be the answer.

Each of the figures can be formed by mirroring the set of leaves without cutting them except for option 3.

The total number of leaves inside image 3 is odd, and the partition of leaves makes the count odd for image 3. For other images, the leaves count is in even as well as the partition count is also even.
So, the answer should be option C. 3.
