Performance Rating.
During the time study, time study engineer carefully observes the performance of the operator. This performance seldom conforms to the exact definition of normal or standard. Therefore, it becomes necessary to apply some 'adjustment' to the mean observed time to arrive at the time that the normal operator would have taken to do that job when working at an average pace. This 'adjustment' is called Performance Rating.
Determination of performance rating is an important step in the work measurement procedure. It is based entirely on the experience, training, and judgment of the work-study engineer. It is the step most subjective and therefore is subject to criticism.

Rating factor is the process during which the time study analyst compares the performance (speed) of the operator observed with the observer's (analyst) own concept of normal performance.
This rating factor is then applied to the observed time to obtain the normal time for the job.

Rating factor is used for determining normal time, which can be further used to determine standard time, which then is used to fix up the incentives in accordance with the performance of person, so no single option can be chosen.

Answer is D. Since the rating is assessment work rate o f working relative to the observer.
Normal time = observed time x rating. So it is used to define Normal time.

Since rating factor is used to determine standard time and standard time is used to determine fixation of incentive rate " ultimately so (c) is the correct answer.

Rating factor is used to determine the normal time. And after adding allowances on normal time we can calculate the standard time. So answer is D.

It not asking about the rating factor it is asking why it is applied what is the outcome after applying so in my view, option C is correct.

@Arjun is right rating factor used to determine the normal time. It is applicable only for human worker.

Rating factor is use to determine normal time only. It is applied for worker only not for machine.
