Assumptions:
- The present examination system is obsolete.
- Overhauling results in improvement.
Answer: Option
Explanation:
The 'thorough' overhauling is needed only in case of an obsolete system. So, I is implicit. Overhauling is done for improvement. So, II is also implicit.

Overhauling is an investigation and assessment of any routine or procedure under implementation. If the examination system in this question was a novel practice or revision, one could call an overhauling an a simple assessment or check to ensure that all the required elements are present and functional, and compare favorably with other systems. Hence you cannot always claim that an overhauling will be a cause for improvement, particularly in situations where none can be made.

I have to disagree with E being the correct answer. "The present examination system is obsolete" isn't necessarily implied since the reason it needs to be overhauled may not be because it's obsolete, but inefficient, time consuming, ect. Thus I believe the correct answer should be B.
