Statement: Please do not use lift while going down - an instruction on the top floor of a five-storey building.
Assumptions:
- While going down, the lift is unable to carry any load.
- Provision of lift is a matter of facility and not of right.
Answer: Option
Explanation:
The statement requests people not to use lift while moving down. This implies that the lift may be used to move up and the request has been made so that more people can use the lift for ascending which would otherwise cause more physical stress than going down the stairs. So, only II is implicit.

I am not at all satisfied with the explanation. According to me lift can be used for both ascending and descending purpose. And the statement has no mention about the right to use it. If such instruction has been put, this simply implies that there must be some technical problem. So assumption 2nd is implicit.

BOTH ARE NOT IMPLICIT according to me. Since the instruction" Please do not use lift while going down" is actually asking not to do so so matter of right and lift's endurance while coming down are not implied.

I say A is implicit since due to some maintenance or some problems the lift is unable to carry load while going down. It could be possible and since lift is provided in the bldg. There is no need to specify as a luxury or provision. It is there for the people to use.

Answer is D in all facets. Common how can we assume any thing related to rights and stuff when theres no mention of it. !

Answer D should be write as per the question because first one is clear that it not implicit but for the second statement the word 'right' does no make any sense in using lift.
