Explanation:

Please don't use lift while going down -primary function of statement is to stop unwanted weight carrying. Descending required to be done on effort basis. It is the "expectation".

If lift is able to pull up the load, it can be used for descending as well. So there is no technical issue as such, or it would be rather closed than still operating. Statement two days, it rather for facility. Which makes sense.

I believe the answer should be (D) Neither is implicit. Because nothing is mentioned that supports the 2nd assumption.

Neither is implicit, the statement doesn't clearly or indirectly states and reason for not to use the lift while going down, so option D should be the answer.

Neither Assumption is Implicit.

"Lift provision is matter of facility not a right"is a superfluous statement.

Had the Assumption 2 been : Need for lift facility is more for People moving to Upper floors than those going to bottom.

2nd statement could have followed.

I don't understand why one is not implicit and what is the meaning of second assumption?
