The given answer is correct.

We don't know whether the form is complicated or not from reading the statement. Maybe certain things are asked in the form that a fresh new candidate might not know, so he should be helped for that, but it doesn't mean that the asked info is complicated. The second assumption is correct because the statement itself says that those who are appearing for the first time should be helped, this means that with the new candidate an old one would also be present.

If the form is not anyhow complicated then why a candidate needs help?

So, the Answer should be (E). Both I & II are implicit.

I think I is Implicit because one ask for help only if he\she finds difficuty in that.

The answer should be both are implicit, as if you negate the first sentence saying that form is not complicated, then no one will require anyone's help, so you have to assume that, otherwise the conclusion will not hold true.

For a first timer there is full possibility that the form filling could be difficult and they might need help. So only II being implicit is incorrect.

@Sundar - You have stated that the complication level of the form depends on the agent filling it out and not on the form itself, then in the next sentence said that the form is easy to fill. This is a contradiction. And I said 'somewhat complicated' which is so relative to be laughable, the alphabet is 'somewhat complicated'.

@Sindhu - I'm not sure you know what implicit means. Just because forms don't HAVE to be complicated doesn't mean that they aren't. And if you read @vijenders response the fact that they can appear only once as first timers is literally irrelevant. If the candidates were all first timers then the addition of 'for the first time' in the question would have been unnecessary. Therefore we know that it is at least possible to take the test multiple times.

Both the Assumptions are valid. Clearly the instructions to the invigilating staff has been given with the objective (Assumption) in mind that the form is somewhat complicated, otherwise there was no need to give instruction. Similarly If the there was no need to write the superfluous words " For the First Time". Hence both the Assumptions are valid.

Candidates should be help for the first time - from this statement we can understand that candidates can be appeared more than one time. So, II is implicit.

Yeah both statements are implicit, if filling up the form is easy, why new comers will need such help ?
