Statement: "Those who are appearing for this examination for the first time should be helped in filling up the form." - An instruction to invigilating staff.
Assumptions:
- The form is somewhat complicated.
- Candidates can appear more than once for this examination.
Answer: Option
Explanation:
The statement mentions that only those students are to be helped who are filling up the form for the first time. This does not mean that the form is complicated/So, I is not implicit. However, II follows from the statement and so is implicit.

I think both statements are implicit because the form can be complicated and hence those who are filling it for the first time should be informed.

Because for the first timers it is complicated that is why help should be extended to them, but how come ii is implicit?

In the case it is impled that help is extended in caases who do not have experience in filling forms and may face problem or have doubts which will need help.
