How can A hospital reduce the number of people affected by water-borne diseases?

Hospital is for a cure and not to prevent.

No, option B which is wong as hospitals can only cure a water borne disease and can never control water borne diseases. I think option D is correct.

Option B is right as if there is more hospitals then the number of patient will reduce.
